Tight oil is relatively low risk. Not every well makes money, but dry holes aren’t common either. The above ground risk is low and the inherent flexibility in making $5-10 million decisions is coveted  in an uncertain price environment. Mega-projects across the globe require commitments that stretch into the billions once a final investment decision is made. High initial production rates from tight oil wells lead to relatively quick paybacks and local oil can easily compete with imports.
